It is when a photographer uses specific techniques, like extended shutter speeds and specialty filters, in order to create an effect in a photograph. Often times the same technique is used to remove moving objects from a scene. For example, removing moving people and cars from a busy city intersection. The long exposure technique is most noticeable when fast-moving water, like waterfalls and ocean waves, is smoother than when normally captured by a camera.
